Allow disabling connection error notifications

I'd love an option to disable these notifications. I'm in Canada, the bank syncs are unreliable, I'm ok with doing a round of 2fa every time I want to sync-up my bank accounts.

I'll set up a mail filter rule on my side, but just FYI.
